4-3-8 Permit and Inspection Fees (continued, part 3 of 5)

(B) Inspection Fees: The following inspection fees are established and shall be collected from the builder at the time the building permit is issued:

1. Single- and Multi-Family: Inspection fees for single-family homes and multi-family units shall be $40.00 for each inspection as listed in subsection B4 of this section

2. Commercial Inspection fees for commercial buildings shall be as follows:

(a) The total cost of all inspections except electrical and plumbing are as follows:

(1) Up to 4,000 square feet: $480.00

(2) From 4,001 square feet to 30,000 square feet: $480.00 plus $6.00 per 100 square feet over 4,001 square feet

(3) Over 30,000 square feet: $1,920.00 plus $4.00 per 100 square feet over 30,000 square feet.

3. Reinspections: Whenever reinspections or additional inspections of premises are required because of inaccurate or incorrect information on the plan or face of the appliction for a permit or because of any code or ordinance violation, or because of faulty construction or because of no address identifying the building location, a charge of $50.00 for the first reinspection and $100.00 for each subsequent reinspection shall be made

4. New Construction: The following inspection fees are established as appropriate for all new construction and represent the minimum number of inspections which will be conducted by the bulding department or public works department

(a) Cement

(1) Footing: $40.00

(2) Foundation wall: $40.00

(3) Basement slab: $40.00

(4) Garage slab: $40.00

(5) Village sidewalk: $40.00

(b) Frame

(1) Rough: $40.00

(2) Final frame: $40.00

(c) Plumbing: Per city of Chicago code, which was been adopted by the village and as amended from time to time.

(d) Electrical: Per city of Chicago code, which has been adopted by the village and as amended from time time.

(e) Mechanical:

(1) Rough: $40.00

(2) Service: $40.00

(f) Occupancy:

(1) Final grade: $40.00

(2) Landscaping: $40.00

(3) Final: $40.00

(g) Reinspections:

(1) First: $50.00

(2) Each subsequent: $100.00

5. Inspection Fees for Homeowners Doing Own Work On General Remodeling:

(a) Framing inspection: $15.00

(b) Final building inspection: $15.00

(c) First reinspection: $25.00

(d) Each subsequent reinspection: $50.00

(e) Other inspection fees as listed in subsection B4 of this section may also apply. (Ord. 1569, 4-9-2004)

4-3-8 Permit and Inspection Fees (part 1 of 5)

All permit and inspection fees are to be paid at the time the permits are issued. The permit fee to be paid shall be the total of charges for building, plumbing, electrical, heating and other fees set forth in the ordinances of the village of Midlothian. The fee to be charged for the building permit for the erection or alteration of a building or structure in addition to the other fees set forth shall be as follows:

4-3-6 Application For Permit

(A)    Form Provided:  Application for a permit shall be made on a form furnished by the department of buildings and must be accompanied by the following documents, namely: plans, specifications, survey plot plan, site grading and drainage plan, certificates and estimates of costs as hereinafter specified, bonds and insurance as specified in subsections 5-4-14(D) and (E) of this code.  (Ord. 1440, 6-10-1998)

(B)    Filing And Stamping:  Plans and specifications must be in triplicate, two (2) sets to be left on file with the department of buildings, the other, after being approved and properly stamped by the superintendent of buildings, to be kept on the job while the work is in progress.

(C)    Alteration of Permit Plans:  It shall be unlawful to alter any lines or figures shown on the stamped permit plans.  If during the progress of work, the owner desires to deviate in any manner from the permit plans, he shall submit plans in triplicate of such changes and secure written approval from the chairman of the Building Committee before proceeding with the work.

(D)    Seal Required By Law:    Plans and specifications must be signed by and sealed by a licensed architect or structural engineer as provided in “An Act to provide for the licensing of Architects” and to regulate the practice of architecture as a profession and to repeal certain acts therein named, “approve June 24, 1919, or as amended,” commonly known as “The Illinois Architectural Act” and in “An Act to revise the law in relation to the regulation of the practice of structural engineering.”  Approved June 24, 1919, as amended.

(E)    Certificate Of Compliance To Codes:        A licensed architect or structural engineer shall certify on the first sheet of plans that the plans and specifications where prepare by him and comply with all the requirements of the Building or Zoning Code.

(F)    Plans and Specification Requirements:  Architectural plans shall show all of the floors, at least two (2) elevations, wall sections and necessary framing plans and shall be drawn to a scale of not less than one-eighth inch (1/8”) to the foot on paper in ink or a nonfading print of same showing in detail any and all information on construction, ventilation and sanitary requirements, the sewage and plumbing systems as required in this Code, and all distances and dimensions.  The plans shall show the location, character and connections of plumbing and electrical fixtures, of heating and ventilation equipment, the location and dimensions of the foundation, basement or cellar, of all floors and is currently set at thirty two dollars ($32.00) per front foot.  Said amount may be amended from time to time by the village board.  Said funds are to be deposited by the village in a separate account.  All interest accrued in this account shall belong to the village and similar deposits from other applicants may be commingled within this fund  The applicant shall not be entitled to a refund of any of these funds unless he, at a future time, puts in all the necessary improvements, or unless the village board feels sufficient time has passed and it is not practical or reasonable to complete the appropriate surface improvements.  The funds are to be used toward the payment of the surface improvements in the event the village makes the improvement or in the event the improvements are made by special assessment or in the event others put in the improvement.  The building department shall have the responsibility of keeping records of the deposits and what areas of surface improvements are covered by the deposits.  If a special assessment is levied against the property, the deposit may be applied toward payment of the special assessment.  If the deposit is not sufficient to cover the full cost of the surface improvement, the village may require additional deposits or may assess the property for the full improvement costs and use the deposit to pay off part of the assessment.  Any interest earned on the deposits may be used by the village for any purposes, including, but not limited to, road maintenance, payment of public benefit for special assessments or other items of maintenance within the village.  (Ord. 1456, 7-28-1999)
